US Benefits Program Manager

Job Description:
We are currently recruiting for a US Benefits Program Manager. In this key role, your primary responsibility will be to manage Test & Measurement’s US Self Insured Medical Plan, US Wellness Programs and be accountable for plan design, implementation, communication and administration to achieve Test & Measurement’s desired business results within a total rewards framework. In addition, this role has the added responsibility of designing non-US Americas benefit programs and regular country review of benefits. Responsible for the Annual Total Rewards Benefit Review and Global Payroll Tax and Benefit (PT&B) calculation. This position will report to the Director of Global Benefits.

Major responsibilities include:
  • Manage US benefit programs with an emphasis on the self-insured medical plans, life insurance, long term care, wellness programs, and global medical plan
  • Responsible for Health Care Reform as it applies to the company
  • Responsible for Acquisitions and acting as the US lead coordinator
  • Coordinate business relationships with record-keeper, trustee, and other third-party vendors as appropriate for the US Benefits programs along with administering these programs as deemed necessary
  • Manage third-parties to deliver timely, targeted and cost efficient benefits programs
  • Key role in establishing employee benefit guidelines; provide expertise in monitoring compliance issues, assessing the impact of legislative changes on existing employee benefit programs
  • Responsible for SPDs, 5500s, policies, procedures and other benefit communications in accordance with federal and state legislation
  • Develop effective relationships and partnerships with internal benefits resources, other corporate resources (e.g., legal, finance, accounting, tax, HR Operations), business and HR resources at all levels within the organization to deliver timely, targeted, cost effective and coordinated benefits solutions
  • Develop and deliver timely, relevant and effective benefits training programs for line managers and program participants, as applicable
  • Benchmark US Benefits programs through participation in Benefits surveys and networking with peer companies
  • Analyze benefits data for trends, cost drivers, and savings opportunities which align with Our clients benefits philosophy and long-term strategy
  • Prepare presentations for Benefits Committee
Qualifications:
  • A Bachelor or Master's degree in Business, Math, Statistics or equivalent.
  • 10+ years of benefits experience
  • Strong knowledge and experience in managing US employee retirement benefits and health and welfare related programs, with an understanding of actuarial concepts
  • Proven experience in managing/delivering successful benefits programs
  • Strong vendor management skills
  • Ability to interact effectively with all levels of management
  • Very strong financial, analytical and audit skills; strong command of Excel
  • Proven experience working in a global environment for medium to large size plan sponsors
  • Demonstrated ability to work independently
  • Strong project management and consulting skills
  • Excellent oral and written communication skills
